2025 edition of the SAFE Framework of Standards

Great to see the WCO SAFE Framework in a new edition. This year it is 20 years ago since we designed, developed the first version of this landmark standard.

The 2025 edition of the WCO SAFE Framework of Standards is out now!

This edition has been updated to enhance inter-agency cooperation and increase accountability, transparency and integrity of organizations and industry involved in keeping the supply chain safe and secure.

Over the past four years, the WCO has worked diligently, in close collaboration with Customs administrations, Private Sector Consultative Group and various stakeholders, to review and update this flagship international tool to improve cooperation across WCO Members, Authorized Economic Operators (AEOs) and supply chain actors.

The update includes:

🔹New provisions to enhance collaboration with environmental authorities to increase the focus on global climate change and reflect the desire of Customs to support global sustainability.
🔹Recognition that MSME’s should be part of the AEO programme. The inclusion of Micro-sized enterprises along with Small and Medium-sized Enterprises (MSMEs) increases inclusivity and eligibility of AEO programmes.
🔹A requirement for AEOs to adopt a Code of Conduct (Ethics) will serve to enhance the integrity and accountability of the supply chain for AEOs as well as Customs.
🔹Addressing insider threat and internal conspirators is a growing concern. The SAFE FoS 2025 expands upon the joint role that Customs and AEOs play in raising awareness and proactively implementing measures to combat this issue.
